Flood Mitigation (Flood Wall)

Project Summary

The BJCJSTP Facility is located on the south banks of the Susquehanna River and has been severely impacted by historic flooding. This has resulted in several millions of dollars in loss to the regional sewage treatment plant, Consent Orders, and subsequent FEMA funding for Flood Mitigation. Griffiths Engineering & Architecture, PLLC (GE) was hired by the facility’s lead agency, the City of Binghamton, to design a flood wall and mitigation system to protect the plant and to make the facility more resilient after flood events.
Initial designs included: FloodBreaks automatic flood gates, a concrete T-Wall, a system of internal stormwater pumping stations, as well as major plan utility modifications, new valves and redundant backflow protection. The final design included a project that was integrated with a concurrent project designed by GHD Engineers for the replacement of the BAF process and other major plant rehabilitation.
The project required a high level of coordination and communication with the GE sub-consultant team, involved agencies, the City, BJCJSTP Board, other involved engineers and the City’s Construction Manager Jacobs Engineering

The project included the preparation of a detailed Environmental Assessment, Cultural Resources, obtaining NYSDEC, Army Corps, FEMA and Local regulatory approvals, HEC-RAS, Hydraulic and Hydrologic Modeling, Structural Design, Geotechnical Engineering and Hydrogeology. The project slated for completion in 2018 with Construction Phases services being provided by Griffiths Engineering.
